The underlying concept of Universal Service is to ensure that telecommunications services are accessible to the widest number of people (and communities) at affordable prices. However, increasingly over the last two decades, telecommunications administrations and national regulatory authorities (NRAs) have been turning to the concept of a specific universal service funding mechanism designed as an incentive to encourage operators to assist these administrations in achieving their universal service goals. This funding mechanism is referred to as a Universal Service Fund ('USF').
