The GSR is an annual event bringing together heads of national regulatory authorities from both developed and developing countries and has earned a reputation as the global venue for regulators to share their views and experiences as part of the worldwide community of regulators. The meeting fosters an open dialogue between regulators and key ICT stakeholders: the private sector, investors and consumers.
The 11th ITU Global Symposium for Regulators was held from 21 to 23 September 2011 in Armenia City, Colombia. It was the first time a GSR was held in Latin America. Under the theme Smart Regulation for a Broadband World, GSR-11 focused on innovative regulatory measures to promote the roll out of broadband globally. In the run-up to the symposium, regulators and policy-makers shared views with the private sector at the ITU Global Industry Leaders’ Forum held on 20 September.
The regulators participating in the GSR-11 recognized that there is no single, comprehensive blueprint for best practice, but agreed that learning from countries’ experiences is possible. Based on a series of discussion papers commissioned for the symposium, exchanges of views during the symposium, and contributions from Algeria, Belarus, Colombia, Côte d’Ivoire, Ecuador, Egypt, Jordan, Lebanon, Malawi, Paraguay, Peru, Portugal, Rwanda, Switzerland, Thailand and the United States, the regulators discussed and endorsed a set of regulatory best practice guidelines to advance the deployment of broadband, encourage innovation and enable digital inclusion for all. |
