The GSR is an annual event bringing together heads of national regulatory authorities from both developed and developing countries and has earned a reputation as the global venue for regulators to share their views and experiences as part of the worldwide community of regulators.  The meeting fosters an open dialogue between regulators and key ICT stakeholders: the private sector, investors and consumers.

The 13th GSR took place in Warsaw, Poland, from 3 to 5 July 2013. It was preceded by one day of pre-events on 2nd July 2013. Under the overarching theme of 4th Generation regulation: driving digital communications ahead participants examined the transformational nature of communications and the evolution to 4th generation ICT regulation in a connected society led by the changing nature of the communications ecosystem, changing market dynamics and traffic patterns, and changing regulatory practices and roles.
