In response to UN General Assembly Resolution No. 1721 (XVI) of 1961 requesting the International Telecommunication Union to report on those aspects of space communications in which international cooperation would be required, ITU produced its first Report on Telecommunication and the Peaceful Uses of Outer Space in 1962. This first report was submitted to the UN General Assembly and the Economic and Social Council (ECOSOC). Subsequent reports were submitted to the UN Committee on the Peaceful Uses of Outer Space (COPUOS), an ad hoc committee that was established in 1959 to serve as the focal point for international cooperation in the peaceful exploration and use of outer space.
The report was published annually between 1962 and 1996. Each report summarized ITU’s main activities in the field of outer space since the previous report. In addition, information supplied by ITU Member States on the progress they had made in the development of space communications was included in an annex.
