The Plenipotentiary Conference devoted considerable attention to increasing technical cooperation and assistance to developing countries. Article 4 of the Telecommunication Convention was modified to include technical assistance to developing countries as one of the three primary functions of the Union and an “Independent International Commission for World-Wide Telecommunications Development” was set up.

The Nairobi Conference decided that the Directors of the International Consultative Committees (CCIR, CCITT) would henceforth be elected by the Plenipotentiary Conference instead of their Plenary Assembles as had been the case in the past.
